: Under "Preferred languages," click Add a language . Search for "Sinhala" or "Tamil" and click Next to install. Choose Your Keyboard : Once added, click on the language and select Options .

This is a font issue, not an IME issue. The standard Windows font "Nirmala UI" supports Sinhala and Tamil. However, some legacy applications (like old versions of Photoshop) do not.
