If you are using a custom-built version, Windows will block it unless Test Signing mode is enabled via bcdedit /set testsigning on .
This setting resets after normal reboot. For permanent signing issues, download the latest official WinDivert from GitHub (see Solution 7).
If you're running Windows 10 or Windows 11, you might need to disable Driver Signature Enforcement to install unsigned drivers like WinDivert. To do this:
