The film opens in 1821 in Spanish-era California. The heroic masked outlaw, Don Diego de la Vega (Anthony Hopkins), is betrayed by his nemesis, the corrupt Governor Don Rafael Montero (Stuart Wilson). During their final confrontation, Montero inadvertently kills Diego's beloved wife and steals his infant daughter before imprisoning Diego for two decades.
