In February 2009, the Jamaican Broadcasting Commission (JBC) enacted a sweeping ban on music transmitted via radio, television, and cable services. The regulations explicitly prohibited any "recording, live song or music video which promotes the act of 'daggering', or which makes reference to, or is otherwise suggestive of 'daggering'". Daggering is a highly explicit, simulated sexual dance that became a hallmark of the "skinout" dancehall party scene.
